This was drawn in an ultra-fake, South Park style because it was meant to be taken as a joke. When Bill Gates was shot in South Park: Bigger, Longer and Uncut, nobody thought that Matt Stone and Trey Parker wanted to kill Bill Gates; most everybody understood that it was a joke. The same is true with Dick Schultz in this animation. It was a joke, and no, I do not want to kill him.

Although I can see a resemblance, just because the anonymous manager is ethnic with a mustache does not mean it is supposed to be one person specifically. It really was meant to signify "any corrupt manager."
